Turkmenistan Government delegates get exposure to the UK juvenile justice systemAshgabat, 8 August 2011 – The Government of Turkmenistan delegation comprising of the representatives of the Ministries of Interior and Foreign Affairs, Prosecutor General’s Office, Mejlis and Supreme Court had an introduction to the UK juvenile justice system during a weeklong study tour organized by the United Nations Children’s Fund in Turkmenistan. UNICEF’s partner organization, the Essex Children’s Legal Centre, exposed the delegation to the work of different bodies within the system, including multi-agency collaboration and community based initiatives at all levels of the juvenile justice process.

During the study tour, the delegates had an overview of the Children’s Legal Centre that promotes children’s rights in the UK and worldwide. They have also familiarized with the international juvenile justice standards and how those standards were implemented in the UK where the system calls for effective diversion and finding alternatives in order to avoid imprisonment of children.

The delegates have visited a number of institutions that aim at addressing the needs of young offenders and ensuring the child-friendly justice processes. The institutions included the Youth Offending Institution, Reparation Service, Youth Court, Police Station, Youth Inclusion Organization, and Secure Training Centre.    

Following the visit, the members of the Turkmen delegation will discuss the practices which they could adapt in their respective agencies.

The study tour served as one of the components of UNICEF’s ongoing support to the Government of Turkmenistan in reforming the juvenile justice system. For the last few years the Government of Turkmenistan, with UNICEF’s technical assistance, has identified areas in the national legislation to make it compliant with international juvenile justice standards. The Government carried out a number of awareness raising events on children’s rights, and established institutional linkages with the world leading child protection institutions.
