Ashgabat, 11 November 2011 – On November 4, 2011, as a result of effective cooperation and coordination between UN and the Ministry of Foreign Affairs of Turkmenistan, the Mission of International Organization for Migration (IOM) in Turkmenistan provided a 2-hour lecture on "IOM Programmes and Combating Trafficking in Human Beings in Central Asia" for students and teaching staff of the Institute of Foreign Relations of Turkmenistan. The lecture was attended by more than 60 students.

Civil Service Academy of Turkmenistan Learns Basics of Human Development Concept   

Civil Service Academy of Turkmenistan Learns Basics of Human Development ConceptAshgabat, 20 September 2010 – The United Nations Development Programme delivered a five-day Human Development course for the staff and students of the Civil Service Academy of Turkmenistan to support institutional development of the Academy to carry out successful programmes of teaching and training of civil servants.

Two leading experts in the field of human development from the UNDP Regional Centre for Eastern Europe and CIS in Bratislava (Slovakia) Andrey Ivanov and Mihail Peleah delivered the training for twenty six participants of the Academy. The participants of the training course were introduced to the notion of human development, the essence and basic elements of the human development concept, its evolution and formulation of the human development index. They also learned about the difference between the sustainable development and human development and specifics of the concept application in conditions of transition economy.

During the practical exercises participants learned to develop and explain indicators for sustainable human development, draft national human development reports containing development indicators in such areas as gender, climate change, demographic change and rural and area based development. The work in groups deepened participants’ understanding of human development, its interdependence with sustainable development and economic growth as well as interconnection with e-governance.

Commenting on group-work exercise, Mihail Peleah, one of the experts from UNDP Regional Centre said: “Working with the group was a real pleasure and a challenge. People come from different backgrounds and have diverse scope of interests. But what unites them is the desire to contribute to the further improvement of people’s lives in Turkmenistan. I hope our training would equip them with tools to do so and move them closer to achieving this goal.”

Civil Service Academy of Turkmenistan Learns Basics of Human Development ConceptAs a result of the training, the students of the Civil Service Academy – perceived as potential policy and decision makers in the future – have been empowered with important knowledge that can be useful in enhancing the quality of their daily work and advancing their professional careers.  

“The training helped us understand the concept of human development more deeply and its importance in terms of measuring human development index for national human development reports” emphasized Hemra Halmedov, participant of the training course. “We also learned that the principles laid down in human development well correspond to priorities of the national development programmes. Knowledge we gained at the training will be useful in designing development programmes focused on human development.”

“In one sentence, human development says that money is not everything in human life and other things matter, but it is not that easy to apply this appealing philosophy in practice, in our daily work” said Andrey Ivanov, UNDP expert. “I hope that this course would help the students – the future managers and administrators of Turkmenistan – to be not just good managers and administrators but managers and administrators sensitive to human development and capable of applying this concept in practice.”

Within the framework of the course, Mr. Ivanov and Mr. Peleah met with the leadership of the Academy and agreed on expanding cooperation between the Academy and the UNDP Regional Centre in the field of providing expertise in developing the Academy’s curricula, introduction of Human Development and other courses to the Academy’s training programmes.

UNDP has been partnering with the Academy of Civil Service under the project titled “Enhancing the System of Civil Service in Turkmenistan” since 2010. The project contributes to improvement of the legal framework for civil servants and supports capacity development of the Academy of Civil Service to carry out successful programmes of teaching and training of civil servants.
